Conclusions
GIS provides the necessary tools for storing and handling the considerable amount of data involved.
ArcView3 + Spatial Analyst + Avenue appear to be the most suitable working platform.
The tools being developed are not data-dependent and can be applied (after minor changes) to any other area of the world for which spatial data is available.
