While Senate Bill 1 passed almost unanimously in both the House and Senate, reaction to the bill elsewhere has not been as strong. The Texas Water Development Board recently released a proposed version of the regional water zones, and some people are already complaining. Here is the map showing the 12 or 13 zones and you can see why some people are concerned as small counties in southeast Texas are lumped with San Antonio. These counties don’t want to get lost in the shuffle for water rights. And if there is contention to the proposal of regional zones, you can only imagine what problems might come up when designing and implementing the management plans.
Farmers are also resistant to legislation. As one farmer comments, “I’m very ecologically minded, but I am never in favor of the government intruding into the lives of people.”
