Notes:
The management comprises three levels: state, regional, and local. There are also plans required for the regional and local level, and all these plans are to be incorporated into the state plan.
The board will set the regional zones by Sept. of 1998 and these zones will then have two years to submit a regional plan. This plan can include site specific conditions such as water rights and water transfers.
A specific provision must also be included that details management strategies during a drought, when flows are 75% of normal, and when flows are 50% of normal.
An important note, all these management plans discussed are subject to hearings and public comment.
